Lockheed Martin Develops, Implements Year 2000 Tax Processing System Nationwide Rollout To Tax Service Centers Completed
GAITHERSBURG, MD, March 8th, 2000 -- A new, integrated, commercial product system developed and implemented by Lockheed Martin Mission Systems is helping the Internal Revenue Service (IRS) process paper tax returns and payments faster and more accurately. This solution - called the Integrated Submission & Remittance Processing (ISRP) system - has commercial technology and off-the-shelf products as its backbone, and has been deployed at Internal Revenue Service tax service centers. ISRP is capable of processing 250,000 tax returns and 130,000 tax payments per day at each site, and gives IRS managers new capabilities for managing workflow at tax centers. "We're delighted to have this partnership with the IRS," said Terry Drabant, president, Lockheed Martin Mission Systems. "ISRP is a new systems solution, capable of handling more of the growing tax systems workload. ISRP will allow the agency's tax return processing to continue uninterrupted," said Drabant. In developing the system, Lockheed Martin integrated document imaging technologies, a flexible client-server architecture, and an array of more than 50 leading commercial products from various product manufacturers. These include Microsoft Windows NTĀ® operating systems and PentiumĀ®-class workstations. Extensive use of commercial products will make the system easier to maintain and enhance in years to come as newer technologies emerge. The ISRP system architecture allows a sharing of information and data, and for the first time, gives managers on-demand access to management information and a consolidated view of tax processing work moving through the system. That's an important new capability and it enables the IRS to better manage the workflow of their operations. These are some of the system features: The ISRP system captures data from tax return forms through a data entry application and performs validity checks of the information to help ensure accuracy. Supervisors have online access to information and on-demand system-generated reports to verify the accuracy of data. The remittance processing major functions is electronic voucher generation, which captures taxpayer and account information, remittance/voucher imaging, character recognition and corrections, encoding and endorsing, and image archive and retrieval from optical disks. Seamless replacement of older equipment with the newer technology at the agency's 10 Service Centers and six remote locations was done in a phased rollout. Nearly 4,000 workstations, among the many technology elements of the ISRP system, were installed, virtually overnight. These locations included: Service Centers: Andover, Mass., Atlanta, Austin, Texas, Brookhaven, N.Y., Cincinnati, Fresno, Calif., Kansas City, Mo., Memphis, Tenn., Ogden, Utah, Philadelphia. Remote locations: Fitchburg, Mass., Wright Patterson AFB, Tulare, Calif., Allentown, Pa., downtown Philadelphia San Antonio, Texas.
