LOCKHEED MARTIN ANNOUNCES SOLUTION, TEAM FOR TRANSPORTATION WORKER IDENTIFICATION CREDENTIAL PURSUIT

Lockheed Martin [NYSE: LMT] has offered the Transportation Security Administration (TSA) a solution for rapid nationwide deployment of biometric identification cards for the next phase of the Transportation Worker Identification Credential (TWIC) program. The Lockheed Martin team bidding the proposal includes Daon, Datatrac, Deloitte Consulting LLP, MAXIMUS, Inc., and LexisNexis Special Services Inc., and will focus on maximizing port stakeholder outreach to achieve an efficient and effective rollout.
TWIC is intended to provide a standard, secure biometric identification credential for the nation's transportation workers. Phase IV of the program will initially require the winning contractor to successfully enroll and credential approximately 850,000 maritime workers at the nation’s ports within 18 months of contract award. TSA will remain responsible for security threat assessment for all TWIC applicants. The previous phase of the program, TWIC III, involved creating a prototype credential and completing the enrollment of a sampling of transportation workers. During this phase, Lockheed Martin provided system design services as well as the enrollment hardware and software; Daon, a key team member, provided the identity management software and system architecture support.

Key features of the current Lockheed Martin solution include a call center and a Web site for pre-enrollment, as well as the use of highly mobile enrollment stations, delivering enrollment capability directly to workers at the ports. The team will work with TSA to form a stakeholder advisory board to focus on continuous communication during the rapid rollout process. If selected, the company will leverage its prior TSA experience and success on similar geographically dispersed airport security programs that required rapid capability deployment. The cards the company would provide are compliant with the Federal Information Processing Standard 201 (FIPS) standard outlined by the National Institute of Standards and Technology.
“We’ll work closely with government and port community stakeholders to educate participants about all aspects of the program and to provide a customer-focused enrollment process,” remarked Jon Rambeau, director of Credentialing Programs at Lockheed Martin Transportation and Security Solutions. “We will deliver these credentials quickly, with the utmost regard for the security and the privacy of the workers who enroll.”
Collectively, the Lockheed Martin-led team brings great depth of expertise and proven performance in stakeholder and applicant outreach, enrollment implementation and management, and systems technology management. As lead systems integrator, Lockheed Martin will be responsible for the overall program and will manage the enrollment process. Daon will lead the management of the identity management systems operations and maintenance while Datatrac will stand up and staff the help desk and applicant call center. Under a separate Department of Homeland Security initiative, Datatrac manages the U.S. Citizenship and Integration Services (USCIS) Integrated Card Production System, through which approximately four million cards are personalized annually. Deloitte Consulting LLP will apply its general expertise in outreach and change management and will retain a major port stakeholder for the purpose of providing the team with critical insight into maritime stakeholder management. MAXIMUS, Inc. will act as the web master for the TWIC program. LexisNexis Special Services will assist Lockheed Martin in the periodic assessment of the program.
