Our Census Business Practice successes include the U.S. 2010 and 2000 Census, the United Kingdom’s 2011 and 2001 Census, and Canada’s 2011 and 2006 Census. The 2006 census developed for Canada was the first census in North America that allowed citizens nationwide the choice to submit their census via a secure Internet solution.

Lockheed Martin’s Census Business Practice represents technology expertise that make census taking highly accurate, more automated and efficient, and easier for citizens as well as for governments to use.

U.S. Decennial Response Integration System (DRIS)

In the United States, Lockheed Martin’s census team most recently supported the U.S. Census Bureau’s 2010 Census by serving as the prime contractor for the Decennial Response Integration System (DRIS) contract.

The DRIS program accurately captured complex data and helped the U.S. Census Bureau process 167 million forms employing high-speed color image processing and data capture technology. The Lockheed Martin team developed and applied numerous tools to measure and ensure data quality, and exceeded all program accuracy rates. Most notably, the team achieved an optical mark recognition accuracy rate of 99.98 percent, which was above the required 99.8 percent required rate.

The team did this work during a 6-month time frame, and finished its operations under budget. The DRIS paper data capture automated solution eliminated more than 80 percent of the traditional manual data entry associated with past U.S. census data capture operations, and costs were reduced by hundreds of millions of dollars. Our work on the US 2000 Census represented the first census to use scanned optical character recognition (OCR) technology to process the handwritten forms.

2011 UK Census

Our Lockheed Martin UK census team supports services to assist the UK Office of National Statistics and Northern Ireland Statistics and Research Agency in performing a population census of England and Wales and Northern Ireland.

The 2011 UK Census system developed by Lockheed Martin processed 27.7 million questionnaires representing a mix of paper and Internet responses. For the 2001 UK Census, Lockheed Martin’s team provided data capture and coding services, including form printing, dress rehearsal services and census services for nearly 30 million forms with an accuracy rate of better than 99 percent.

Canada’s 2011 and 2006 Census

Lockheed Martin provided hardware and software integration for Statistics Canada’s 2011 and 2006 Census activity, including the first successful use of a secure Internet channel in 2006.
